Sexual Assault Kit Initiative (SAKI) GranteeAllegheny County (Pennsylvania)

SAKI awarded the Allegheny County Police (ACP) a FY2019 grant of $493,227 to standardize sexual assault investigation in Allegheny County and to ensure a victim-centered approach. ACP will work with fellow multidisciplinary team members—including the Allegheny County Office of the Medical Examiner, Allegheny County District Attorney's Office, and Pittsburgh Action Against Rape and Center for Victims. ACP plans to complete a county-wide inventory of all sexual assault kits (SAKs) and create a sexual assault case database to strengthen sexual assault response and data reporting, as well as to create a transparent process for SAK testing and engaging survivors.

In FY2023, SAKI awarded ACP $1 million to support sexual assault investigations in Allegheny County and to ensure a victim-centered approach. ACP, along with fellow multidisciplinary team members, including the Allegheny County Office of the Medical Examiner, the Allegheny County District Attorney's Office, the Pittsburgh Bureau of Police, Pittsburgh Action Against Rape, and the Center for Victims, will continue to follow the three main elements of the Bureau of Justice Assistance model: inventory, a multidisciplinary working group, and a designated site coordinator. ACP will support the needs of investigative agencies and advocacy groups with the influx of case investigations resulting from outsourced testing of SAKI kits. ACP will also support the continued inventory and testing of partially tested sexual assault kits.

Funded by the Bureau of Justice Assistance, the Sexual Assault Kit Initiative aims to create a coordinated community response that ensures just resolution to sexual assault cases. Through this program, funding is provided to support multidisciplinary community response teams engaged in the comprehensive reform of jurisdictions approaches to sexual assault cases resulting from evidence found in previously unsubmitted sexual assault kits.
